The Every Student Succeeds Act (ESSA) gives state boards of education a new opportunity to evaluate, improve, and align policies aimed at enhancing student learning and achievement. In March, NASBE published a series of policy updates reintroducing its Standards-Based Leadership Framework and highlighting the importance of consistency across policies to ensure effective, efficient learning systems. ESSA touches all six components of the framework: student and educator expectations, curriculum design, educational materials, measures of effectiveness, accountability, and professional development, and the framework is a useful point of departure for examining the foundational issues that state boards should consider at the outset of planning for ESSA implementation.
